In April 2009, the Government of Malawi submitted three concept papers to the Millennium Challenge Corporation.  These papers were for projects in the Energy and Transport Sectors, as well as one on Governance.  In June 2009, the Investment Committee of the MCC met and reviewed the Concept papers and made a decision to move forward with further development of the energy sector projects, and the feeder roads component of the Transport Paper. The Governance project did not pass the review and recommendations were made that certain aspects, including good corporate governance and stronger procurement processes be incorporated within the context of the energy and transport projects.
