In collaboration with the Ministry of Justice, the Ministry of Finance, the Office of the Director of Public Procurement and other stakeholders, the MCA-Malawi and MCC Transaction Teams are also working on the modalities for implementing the proposed projects.

A Procurement, Fiscal Accountability and Legal Mission came to Malawi in September 2009.  Among some of the issues discussed with relevant GoM officials were:

a) The establishment of the Accountable Entity
b) Financial management systems
c) Procurement capacity and procedures

The discussions resulted in an Aide Memoire which detailed some of the findings of the mission, as well as the next steps.

With respect to Procurement, discussions were held with the ODPP as well as the possible implementing entities, such as the Roads Authority and ESCOM.  As part of the due diligence process, the two were asked to complete a procurement due diligence questionnaire to highlight their capacities and strengths.
